It is the force acting between two charged particle (attractive for unlike charged particle or repulsive for like ones , for charges at rest it is measured by the coulomb’s law and charge in motion give rise to the magnetic field which in turn give rise to the force on them. Like Gravitational force electromagnetic force didn’t need any kind of intervening medium. It is 10^37 times stronger than gravity.
